Abstract:
Over the years IDWR has issued orders establishing, modifying and rescinding water development moratoriums involving various geographic areas of the state.  A moratorium affects  issuance of permits to divert and use surface and/or groundwater and is established to protect existing water rights. Purpose:
To show areas where a current Moratorium is present.
Supplemental information:
(a)	 Twin Falls Groundwater Management Area – w/in T9 & 10S, R16, 17, & 18E.  Created because artesian pressure in the thermal (low temp) groundwater aquifer underlying the TFGWMA was declining.  Moratorium extended 5 years (time period 4/17/2008 through 4/1/2013), unless rescinded or modified by order of the director.
(b)	8/13/2004 order dissolved the 10/21/1991 Bancroft Lund Groundwater Management Area.  Approval of applications to appropriate groundwater is prohibited within Water District No. 13T except under some circumstances.
(c)	12/4/1985 Banbury Hot Springs Groundwater Management order.  Area created 4/12/1983.  Pending applications for permit to appropriate groundwater within the Banbury Hot Springs Groundwater Management area are stayed until further order by the Director.  Owners of permits to appropriate water within the area shall cease and suspend any further development as of the date of service of this order

d) Boise Front GWMA Moratorium. 6/10/1988. This order established a 5-year moratorium to prevent further development or additional use of the low temperature geothermal resource within the Boise Front Low Temperature Geothermal Resource GWMA. Note: This moratorium was extended for additional 5-year periods currently through May 5th, 2014

11/25/2003 Boise Front GWMA Moratorium Extension.  Order extending existing moratorium in the Boise Front Low Temperature Geothermal Resource GWMA.

4/17/2008 Twin Falls Geothermal GWMA Moratorium.  Order extending the existing moratorium in the Twin Falls groundwater management area until April 1, 2013.

4/14/2009 Final Order Extending Moratorium.  Order extending the existing Moratorium associated with the Boise Front Low Temperature Geothermal Resource Groundwater Management Area for an addition five years was signed on April 14, 2009 by Director Dave Tuthill.
The Moratorium does not apply to applications for drilling permits to replace or deepen existing wells having valid existing water rights or to applications for transfer of existing water rights.

Storage - permitted if non-consumptive uses and reservoir surface area does
not exceed 1/2 acre.

Description: This metadata is displayed using the FGDC Plus Stylesheet, which is an XSL template that can be used with ArcGIS software to display metadata. It displays metadata elements defined in the Content Standard for Digital Geospatial Metadata (CSDGM) - aka FGDC Standard, the ESRI Profile of CSDGM, the Biological Data Profile of CSDGM, and the Shoreline Data Profile of CSDGM. CSDGM is the US Federal Metadata standard. The Federal Geographic Data Committee originally adopted the CSDGM in 1994 and revised it in 1998. According to Executive Order 12096 all Federal agencies are ordered to use this standard to document geospatial data created as of January, 1995. The standard is often referred to as the FGDC Metadata Standard and has been implemented beyond the federal level with State and local governments adopting the metadata standard as well. The Biological Data Profile broadens the application of the CSDGM so that it is more easily applied to biological data that are not explicitly geographic (laboratory results, field notes, specimen collections, research reports) but can be associated with a geographic location. Includes taxonomical vocabulary. The Shoreline Data Profile addresses variability in the definition and mapping of shorelines by providing a standardized set of terms and data elements required to support metadata for shoreline and coastal data sets. The FGDC Plus Stylesheet includes the Dublin Core Metadata Element Set. It supports W3C DOM compatible browsers such as IE7, IE6, Netscape 7, and Mozilla Firefox. It is in the public domain and may be freely used, modified, and redistributed. It is provided "AS-IS" without warranty or technical support.
