The entire system from the point of diversion to the discharge shall be totally sealed. The sealed system shall include a pipe delivering water to a sealed, cascading waterfall and pond, and an outlet pipe, which must discharge directly back into Gregory Creek.
A valve capable of completely closing the supply line to the waterfall shall be maintained just downstream from the fire protection spigot but upstream from the waterfall.
